Dear Sir/Madam,

Congratulations! On your upcoming 40th graduation congregation. However, it is disturbing to learn that your university is planning to award the dictator Muamer Qidhafi of Libya with honorary doctorate law degree. This will alert the international media attention, therefore the well established reputation of Makerere University is at risk.

The only law Qidhafi practices is "his own" law of terror and oppression. There are 2500 political prisoners in Libya without fair trials. There are 5 million Libyans under his oppressive dictatorial regime since 1969. There is not any juridical system in Libya, thus Libya is ruled by his ruthless supporters under his mad man "laws". Qadhafi's very own secret service of the evil international terrorism! Is convicted of blowing up Pan Am flight 103 over the Scottish town of Lockerbie in 1988. The very same evil terrorism act has happened within few hours of the 4th anniversary of the PAN AM disaster! December 22, 1992, Qadhafi has committed the traumatic act of blowing the Libyan Flight Airline 1103, one hundred and fifty seven Libyans among them 40 foreigners perished from the sky. Once again all the reports and evidence related to the tragedy confirmed that it has been planned and executed by agents of the regime in accordance with orders from the "honorary candidate Qidhafi".

Also Qidhafi has been convicted "by Law " and wanted by a French judge for his own terrorism on the UTA DC-10 exploded on 19 September, 1989 over Niger while on a flight from Brazzaville, Congo, to Paris. Qadhafi has transferred more than 200 million franc ($31m) to compensate the families of 170 people killed in a 1989 bombing of a French airliner over Africa. In March 1999, a Paris court sentenced six Libyans to life sentences in absentia for placing a bomb on the plane. The most senior of them is Abdalla Senoussi, Colonel Muammar Qadhafi's brother-in-law.

Qadhafi has supported Idi Amin in the past and the result of that, as you are well aware! half a million Uganda citizens killed. And the thousands of Libyans killed in Uganda during the war with Tanzania.

How could Makerere University honour someone like Qadhafi who turned Libyan universities 's courtyards into horrific scene by executing and hanging students opposed his "Law and Order"? . There is not education infrastructure in Libya! Students across the board are suffering from the lack of laboratory equipment, healthy enviromenent, books-materials and most of all a save place to learn. Do You Care?

Taken into consideration the real facts about Qadhafi! Is it worth it for your university to associate itself with such inhumane dictator and world-renowned terrorist? Is it really worth it for your university to be financially supported by the money taken from the needy and poor Libyans?

If Makerere University ever decided to honour people, then it should honour the oppressed Libyans by rejecting the unwise idea of honouring Qadhafi and firmly telling him to take care of his own people first! At the end! Whatever Makerere University Council and the Senate decide on the 24th of September, it would "accordingly" reflect on Makerere University as an educational institution first, and on your country Uganda as a whole.

Thank you,

Anti-Dictatorship ( A Libyan )
